The Bible is never ambiguous or rude about sex. God created the human sexual capacity, and He placed this gift in the marriage relationship, for the purposes of reproduction and as the ultimate experience of intimacy between husband and wife. "If this energy within us is siphoned off in the pursuit of pleasure; if it is squandered in non-exclusive relationships; if it is perverted in same-sex activities, then the culture is deprived of the working, saving, sacrificing, caring, building, growing, reproducing units known as families," (James Dobson, CHILDREN AT RISK, p.#55). Parents are charged by God to serve as role models of sexual purity, and to instill Biblical values within their children {Heb. 13:4; Eph. 6:4; Psalms 127}. Yet ...
There is a powerful move in our society today, and right here in Texas, to rob parents of this work. And it may be time for us to reassert ourselves into public education, to be sure our children and grandchildren are not taught the playboy approach to human sexuality. I'm talking about sex education in the public school, and I'm not exaggerating! I've been looking into this for several weeks, and I want to use this column to let you know what I've found out. I'm shocked, and I'm waking up to understand the times. When you take a look at what I've discovered, I believe you'll share my outrage. I should start by telling you about APPAC.
In 1987 the Texas Legislature set up something called APPAC, which stands for ADOLESCENT AND PREGNANCY ADVISORY COUNCIL {See Addendum below!!!}. Their purpose is to study the problem of teen pregnancy and the dangers associated with AIDS, and report back to the Legislature their recommendations. A report was published in 1990, which includes the following:
1. Comprehensive sex education mandated for all Texas schools, from "kindergarten through grade 12." {"Comprehensive Sex Education" is a politically correct label; it can mean virtually anything. In the case of APPAC, it means following the same kind of guidelines as SIECUS recommends, a national organization initially funded by THE PLAYBOY FOUNDATION. -More about SIECUS later.}
2. Human sexuality courses required for all college students preparing to teach elementary or secondary education.
3. NEW FUNDING for the TEA (Texas Education Agency) for in-service training, and to develop, disseminate and deliver sex education.
4. Regional education service centers to provide technical assistance, and "the assistance and consultation will emphasize ... dealing with the opposition."
5. Provide "a comprehensive, coordinated system of health services including general health, maternal and child health, and confidential reproductive health care." Note, "confidential," which is explained: "to prohibit the requirement of parental consent or notification regarding school absences when they are for the purpose of reproductive health care," (p.2-4).
These five points are just some of the key points and excerpts from the APPAC REPORT submitted to the Legislature in 1990. Look through their agenda, and be aware that just prior to the 1993 Legislative session, APPAC will again report its recommendations to the Legislature.
What will happen? Will APPAC be successful in running their agenda through, and will our Legislators pass it? Only one barrier remains: CONSTITUENT PRESSURE. Pray that this agenda of perversion will fail. Just as soon as you say "Amen," write a letter to your REPRESENTATIVES and SENATOR; pass this information on to others who share your moral values; write letters to newspaper editors ... then pray some more!

Yet in our society, there are powerful organizations seeking to indoctrinate our children through the public schools, like ...
SIECUS.
An organization known as SIECUS is on the leading edge of current efforts to push for sex education in the public schools. McCall's Magazine said: "SIECUS ... is without doubt the single most important force in sparking sex education in schools," {1/68, p.#97}.
SIECUS stands for SEX INFORMATION and EDUCATION COUNCIL of the UNITED STATES. It is a national organization actively seeking contact with state and local agencies and sympathetic parties, in the hope they will see their agenda and their guidelines implemented throughout the nation. {Here in Texas, APPAC is pushing in support of a SIECUS-like agenda for mandated sex education in our public schools.}
Among the original founders of SIECUS, Mary Calderone was prominent, and has served as executive director. In 1974, she was named "Humanist of the Year" by the American Humanist Association. Another person involved in SIECUS is William Masters (co-author of the Masters-Johnson studies in human sexuality). Masters and Johnson introduced a variety of permissive and "open" concepts of sexual therapy, including "sexual surrogates." Others involved with SIECUS, Lester Kirkendall (signer of Humanist Manifesto II, and writer of "A New Bill of Sexual Rights and Responsibilities), and Albert Ellis (vulgar speaker and author who has said we should have a "--------- good time here on earth," and that this good time on earth is far better than "getting into heaven and getting on the right hand of God."). These are first class experts in FORNICATION, and SIECUS is the national organization that advances their agenda. SIECUS was established in the 1960's with a grant from the PLAYBOY FOUNDATION.1
I have a copy of the SIECUS National Guidelines for "comprehensive sex education." Those guidelines call for the following subjects to be taught to ages 5-8 (Level 1): "...sexual intercourse ... homosexuality ... living together without marriage ... abortion and masturbation..."
Level 2 is for ages 9-12, and it recommends these topics: "...homosexual love relationships ... sexual stimulation ... three ways to have genital intercourse without causing pregnancy..." When you get to Level 4 (ages 15-18), the subjects are: "...religious teachings not personally relevant ... pornography does not cause inappropriate sexual behavior .." And for ages 15 - 18, the SIECUS guidelines recommend that these young people be given the national HOTLINE phone number for the "gay and lesbian switchboard."
This is the SIECUS agenda, and it is approved by groups like Planned Parenthood. As you watch and listen to what goes on in Texas or your own state, ask if the guidelines came from SIECUS. If a sex education program is established in your local school system, see if the guidelines are from SIECUS. Go to the local district office, and ask for the guidelines or an outline of the course.

Does "Abstinence" always mean abstinence? We cannot assume that a sex education program is advancing purity just because they use the term "abstinence." "When they say 'abstinence-based,' they also teach foreplay, or what they call 'outercourse'," said W. Reyn Archer, M.D., deputy assistant secretary for population affairs for the U.S. Dept. of Health and Human Services in Washington, D.C. "They say intercourse is not a good behavior for adolescents, but they're willing to heat up the kids to the moment of passion, and then suggest that they just say 'no.' It doesn't work."
Comprehensive Sex Education! Here is another "politically correct" label, and the definition may be hidden. Comprehensive sex education involves far more than biology. It may be called "value neutral" sex education, "progressive" sex education, or "contraceptive sex education." SIECUS National Guidelines for comprehensive sex education include teaching five year olds about homosexuality, "gay" and lesbian relationships, masturbation and abortion. CSE (as suggested by SIECUS) tells 12 year olds that "Gay men, lesbian women, and bisexuals can lead fulfilling lives." It also informs High School students that "there is no evidence that erotic images in the arts cause inappropriate sexual behavior." If you hear the phrase, "COMPREHENSIVE SEX EDUCATION," ask to see the text book, manual or curriculum outline. {The SIECUS guidelines have already surfaced in an east Texas school district, where they were given to a sex education committee to use in developing a program for their district.}
A 1986 Louis Harris Poll conducted for Planned Parenthood revealed that teens who had "comprehensive" sex education courses have a 50% higher rate of sexual activity. Johns Hopkins University Research Consultant Deborah Anne Dawson found that "prior contraceptive education increases the odds of starting intercourse at age 14 by a factor of 1.5 (50%)."
Is education the root problem? Federal policymakers recently celebrated the 20th anniversary of the Title X family planning program. Yet, the statistics say - Teenage sexual behavior and adolescent pregnancy rates are dramatically worse. Gary Bauer said: "Washington's war on teen pregnancy has meant a victory for irresponsibility and a defeat for marriage and family." Do we really believe that if children know all the details about sexual activity, that will keep them pure?
WATCH OUT FOR THE POMEROY BOOKS! When we try to inform parents and other church members and citizens of the immorality that is routinely promoted in typical sex education programs, we sometimes encounter skepticism or denial. That forces those of us who are trying to inform and alarm the public to OFFER SPECIFIC, CONCRETE EVIDENCE.
One book used in some programs is BOYS AND SEX by Wardell B. Pomeroy, and it is basically a "how to" book for sexual activity. The author describes fondling, touching, and other sexual methods in detail. Then Pomeroy writes, 'Some girls may draw the line at one point or another in the progression I've described, but most people engage in all of this behavior before marriage'." [CHILDREN AT RISK, p.#47,48].
Pomeroy's book, GIRLS AND SEX, actually encourages girls who sleep at a female friend's house to involve themselves with one another sexually [Reported in CHILDREN AT RISK, p.#48]. Obviously, we need to keep our eyes open for books by Wardell B. Pomeroy. Wouldn't hurt to just ask. {Interested in more information about SEX EDUCATION, call or write to me. And Now (Fall, ╘93) we have ESRIII...
ESR III (Texas). This is a sex ed. curriculum package, already in the hands of all Texas school principles. It is not mandated by the Legislature, but there is pressure from TEA and liberal operatives to adopt it statewide. ESR II warns teachers that the use of terms like ╥good╙ and ╥bad╙ are ╥moralistic╙ and ╥value-laden,╙ therefore unacceptable. ESR III attributes homosexuality to ╥genetic, hormonal, and environmental factors,╙ with little emphasis on personal choice - and a prohibition against calling this behavior ╥wrong╙ or ╥sinful.╙ Objections will be entertained at the next State Board of Ed. meeting, Nov. 11, 1993.
